Consumers awareness raising on non-cash payment fraud


ATM or automated teller machine means the dispensers of cash which read and process the information contained in the payment cards used by consumers and ensure the possibility for consumers to withdraw money from bank accounts/ card accounts and/or make use of other services.

Authorisation means the consent of the payment order provider to perform a payment transaction. The payment transaction is considered authorised only when the payers gives permission on perform it. The payer and the provider of payment services have to agree on the form and procedure for giving such consent.

CVC/CVV2 code means the security code used for authentication of the card in distant transactions. Visa CVV (card verification value), MasterCard CVC (card verification code) is a three-figure code on the side of the signature on the card (next to the magnetic tape). The CVV2 code of virtual cards can be printed out on a separate page.

Point of sale, POS means the equipment making it possible to use payment cards in the physical place of sale (i.e., the store, etc.). The information of a payment transaction is verified either manually or electronically.

EMV (Europay, MasterCard and VISA) means the standard of payment card companies specifying the inter-operation of an IC card and the equipment servicing it.

Magnetic tape data mean the data coded on the magnetic tape of the payment card (account number, expiration of the validity of the card, name, service code), which are used to authorise a transaction when the card is presented for payment. The companies accepting payment have no right to retain such data after the payment transaction has been authorised finally.

Payment order means an order of the payer or the beneficiary for his/he provider of payment services to perform the payment transaction.

Payment transaction
means the payment, transfer or withdrawal initiated by the payer or the beneficiary irrespective of the payer's or the beneficiary's obligations that the transaction is based on.

Verification of authenticity of the payment transaction means the procedure by which the provider of payment services checks the use of a payment instrument, including its personalised security features.

Payment instrument means a personalised instrument and/or specific procedures agreed upon by the user of payment services  and the provider of payment services, used by the user of payment services to initiate a payment order (e.g., a payment card issued by the bank, ID codes of online banking, PIN codes, passwords).

Phishing means a form of internet fraud when personal information is obtained from persons by deceit (e.g., numbers of bank accounts, addresses, numbers of payment cards, passwords, PIN codes, CVC/CVV2 codes, etc.).

PIN code means a personal and confidential code made from a sequence of numbers, which the person making a payment order gives in order to verify his/her identity to the provider of payment services. A PIN code in electronic transactions is an equivalent of the electronic signature.

Skimming means a method of stealing card data when payment card data are also read by special devices during a lawful payment transaction.

Consumer means a natural person who acts according to agreements on payment services pursuing goals not related to his/her business or professional activities.
